Natural Gas Council Executive Summary of Lieberman-Warner Climate Security Act Analysis
The Natural Gas Council (NGC) conducted an analysis of S. 3036, the Lieberman-Warner Climate Security Act of 2008, showing that natural gas demand could increase by 30 percent under the bill.
While the NGC study focused on S. 3036, the findings and lessons learned are instructive as to the effects of the subsequent substitute offered by Senator Barbara Boxer (D-CA). |

The Natural Gas Council (NGC), representing every segment of the U.S. natural gas industry, presents the results of a comprehensive study analyzing S. 280, the Climate
Stewardship and Innovation Act of 2007, introduced by Senators Joseph Lieberman (D-CT) and John McCain (R-AZ). The NGC study builds on the recently issued report by the
U.S. Energy Information Administration (EIA) regarding the projected impacts of the proposed McCain-Lieberman GHG legislation (S. 280) on the U.S. economy.
