May 20, 2014 IPAA: Interior’s Wildlife Rule Unwarranted & Problematic
IPAA is testifying this afternoon in front of the Subcommittee on Fisheries, Wildlife, Ocean & Insular Affairs Subcommittee of the House Natural Resources Committee regarding the advanced notice of proposed rulemaking (ANOPR) on Non-Federal Oil and Gas Development within the National Wildlife Refuge System (NWRF) that the United States Fish and Wildlife Service (FWS) released in February.
IPAA Vice President of Federal Resources & Political Affairs Dan Naatz is explaining to the subcommittee that among other issues, the rule is unwarranted and duplicative of existing regulatory structures.
From the submitted testimony:
“IPAA is concerned with the nature of this advanced notice of proposed rulemaking and we submitted extensive comments that describe the challenges with the ANOPR in late April. Unfortunately, this rule is similar to many other rules that we have seen come from The Obama Administration; it’s a solution in search of a problem. Ultimately, we believe the imposition of additional regulations on non-federal oil and gas development within the National Wildlife Refuge System is unnecessary, has not been justified by FWS, is constrained by the bounds on FWS’ legal authority, and will only result in duplicative layers of regulatory oversight.”
