Dear Mr. Speaker, On behalf of the Independent Petroleum Association of America (IPAA) and our 9,000 members who develop over 90 percent of the nation’s oil and natural gas wells, I would like to express our strong support for use of the Congressional Review Act (CRA) to repeal the Bureau of Land Management’s (BLM) Waste Production, Production Subject to Royalties, and Resource Conservation rule (commonly referred to as the BLM methane Venting and Flaring Rule). The Joint Resolution will nullify the Bureau of Land Management (BLM) rule by the same name published in the Federal Register on November 18, 2016.

Dear Speaker Ryan: On behalf of the members of the Petroleum Association of Wyoming (PAW) and the Independent Petroleum Association of America (IPAA), we would like to express our support for use of the Congressional Review Act (CRA) to repeal the unnecessarily burdensome regulations finalized during the Obama Administration. Among those of great concern to our industry is the Bureau of Land Management’s (BLM) Final Rule on Resource Management Planning which is more commonly referred to as “Planning 2.0” (RIN: 1004-AE39). We respectfully request that the House allow Floor consideration of a joint resolution of disapproval for this Rule.

The Independent Petroleum Association of America (IPAA) submits the following comments as part of the public hearing on the Bayou Bridge Pipeline, scheduled for January 12, 2017. IPAA represents the thousands of companies that drill 95 percent of America’s onshore and offshore oil and natural gas wells. America’s independents produce 54 percent of American oil and produce 85 percent of American natural gas. IPAA members rely on a strong, safe network of pipelines to transport crude oil, natural gas, and their associated products to consumers.

The designation of lands as national monuments or similar designation without input from communities impacted by the decision can lead and in fact has led to devastating reductions in economic activity and the loss of jobs in resource-dependent communities. Over the last eight years, the Obama Administration has used the authority provided by the Antiquities Act to lock up millions of acres of land from multiple-use by designating land as national monuments. In fact, President Obama has proclaimed more new national monuments than any other president in U.S. history.

We believe that federal regulations should be narrowly tailored, supported by strong and credible data and evidence, and impose the least burden possible, while still implementing congressional intent. These are the very same principles embodied in your June 2016 report, A Better Way: A Vision for A Confident America.

On behalf of the oil and natural gas industry and the diverse companies both small and large that support the industry, we write to express our support for the American Energy and Conservation Act of 2016, which will enhance and secure revenue sharing programs for states that host energy production activities within their borders, off their shores, or both. We commend Senator Bill Cassidy and his colleagues for their efforts to put forward this important legislation and respectfully ask that members of the U.S. Senate support this bill when it is considered on the Senate floor.

Petitioners Western Energy Alliance (the Alliance) and the Independent Petroleum Association of America (IPAA) respectfully submit this Petition for Review of Final Agency Action (Petition) under the Administrative Procedure Act, 5 U.S.C. §§701-706 (APA) and U.S.D.C.L.R. 83.6. On November 15, 2016, the Bureau of Land Management (BLM) within the United States Department of the Interior issued a final rule intended to regulate the waste of natural gas from flaring, venting, and leaks from oil and natural gas production activities on onshore federal and Indian oil and gas leases and certain non-federal oil and gas leases.
